TLPP was created in 1972 by the State Bar of Texas out of concern that the average Texas citizen could not afford legal representation.

TLPP is a non-profit corporation that only conducts business in the State of Texas and only contracts with groups. By limiting our scope to groups within the state of Texas we can keep our rates well below what other legal plans charge. Additionally, TLPP was created by the State Bar of Texas and appoints the Board of Directors. TLPP works very closely with the State Bar in an effort to ensure that all Texans have access to the legal system. TLPP provides freedom of choice, whereby the participant can utilize a participating attorney or elect to utilize a non-participating attorney. Participants covered by TLPP have direct access to the attorney and their legal issues remain confidential. Finally, there are no deductibles or co-pays and with the exception of divorce coverage, there are no waiting periods to use any of the benefits of the plan. The vast majority of other legal plans operate on a for-profit basis and offer plans to individuals as well as groups. As a result, their plans generally cost significantly more, have co-pays and deductibles, long waiting periods for benefits, and assigned attorneys, as they have shareholders to pay and costly overhead to manage. For a non-profit corporation, that limits its scope to Texas, we compare with the "big guys" very favorably.
